Nelson “Sandy” Weeks is a partner in the Business & Finance Department and a member of the Energy and Project Finance Group, Housing Group, Public Finance Group, and Transactional Finance Group. In 1969, Mr. Weeks began private practice in Baltimore in the areas of public finance, commercial banking, and corporate finance. In 1971, he left private practice to serve as an assistant attorney General for the State of Maryland. In this capacity, he represented the budget, fiscal, finance, and tax agencies of the State of Maryland, as well as the Department of Economic and Community Development and the Maryland Industrial Development Financing Authority. He served in that capacity for 18 months before returning to private practice, where he became chairman of his firm’s Public Finance Department. In October, 1987, Mr. Weeks was elected executive vice president of Maryland National Bank, where he served as the head of the Bank’s Real Estate Industries Group until September, 1990. Mr. Weeks was co-author of the Maryland Economic Development Revenue Bond Act and has served on various committees which drafted legislation amending and supplementing that act as well as the Maryland Industrial Development Financing Authority Act. In 1979-1980, Mr. Weeks was the chairman of the Maryland State Bar Association Section on Corporations, Banking, and Business. In 1987-1989, he was the co-chairman of the Special Joint Committee on Lawyers’ Opinions in Commercial Transactions formed by the Maryland State Bar Association and the Bar Association of Baltimore City.
Mr. Weeks is a regular fellow of the American College of Bond Counsel.
Mr. Weeks is a graduate of Wake Forest University (B.A. 1966; J.D. 1969). |
