Perry D. Robinson is a partner in the Business & Finance Department and a member of the Energy and Project Finance Group. He represents clients before federal and state agencies on energy matters and counsels clients on the interpretation of rules and regulations of the Federal Energy Regulatory Commission (FERC), U.S. Nuclear Regulatory Commission (NRC), Department of Energy (DOE) and State Public Utilities Commission.

Mr. Robinson’s representative clients include a Regional Transmission Organization (RTO), investor-owned utilities, G & T cooperatives, DOE contractors and vendors associated with the energy industry. Mr. Robinson’s work with these clients has covered a broad range of matters, such as utility restructuring, including sales and acquisition of generating plants before state and federal agencies. Mr. Robinson has substantial experience negotiating, drafting and obtaining regulatory approval for contracts, tariffs, licenses and other agreements (e.g., interconnection agreements) required by his energy clients. In addition, Mr. Robinson has substantial experience in supporting energy clients on matters such as whistleblower issues, enforcement actions, licensing actions, and rulemaking activities. Mr. Robinson routinely supports his clients in administrative settlements and litigation before federal and state agencies as well as Public Utility Commission.

Prior to practicing law, Mr. Robinson served on the enforcement and licensing staff of the NRC from 1982 – 1987; worked on the technical staff of Battelle Memorial Institute – Pacific Northwest Laboratories from 1981 – 1982; and was part of the research staff at the Radiation Research Section, Department of the Army from 1976 – 1981.

Mr. Robinson is a graduate of Virginia Polytechnic Institute (B.S. 1975), Rutgers University (M.S. 1981), and the University of Baltimore (J.D. 1986). He is admitted to the bar in the District of Columbia and Maryland and is admitted to practice before the U.S. Court of Appeals for the District of Columbia.
