William C. Rhodes is a partner in Ballard Spahr's Public Finance Department and a member of the Energy and Project Finance Group. He concentrates his practice in all areas of public and project finance in which he advises issuers, underwriters, borrower, and trustees in connection with the structuring, issuance, offering, placement, remartketing, and restruturing of tax-exempt and taxable municipal securities and generation companies and municipal issuers in financings, re-financings, and restructurings of tax-exempt debt associated with fossil-fuel, hydro-electric, and nuclear generation facilities.

Mr. Rhodes is a graduate of Swarthmore College (B.A., 1987) and Dickinson School of Law (J.D., 1991).
