Emilie R. Ninan is a partner in the firm’s Public Finance Department and is responsible for the public finance practice in Delaware. Ms. Ninan represents governmental, quasi-governmental and private entities, including 501(c)(3) institutions that are eligible for tax-exempt financing. She has served as bond counsel, underwriter’s counsel, borrower’s counsel, issuer’s counsel or trustee’s counsel on a variety of municipal bond financings including general obligation, revenue, conduit, utility system, health care, industrial development, single family and multifamily housing and educational facility bond transactions.

 

In addition to her public finance practice, Ms. Ninan provides advice on uniform commercial code matters and delivers formal legal opinions in connection with financing transactions. She also advises and represents corporate, banking and non-profit clients in connection with loan documentation, contract negotiation, project finance and other commercial transactions.

Ms. Ninan is Chair of Commercial Law Section of the Delaware State Bar Association (DSBA) and is a member of the DSBA’s UCC Subcommittee and the Multicultural Judges and Lawyers (MJL) Section. She is also a member of the American Bar Association (ABA) and the National Association of Bond Lawyers. She is a former ambassador of the ABA’s Section of Business Law and a past recipient of the Leadership Award of the MJL section of the DSBA.. Ms. Ninan is currently a Director of the North American South Asian Bar Association (NASABA) and President of the South Asian Bar Association of Delaware.

Ms. Ninan is a frequent speaker and panelist. She is also involved in numerous civic and community organizations.

Ms. Ninan is a graduate of Temple University (B.B.A., summa cum laude, 1991), Georgetown University School of Business (M.B.A. 1995) and Georgetown University Law Center (J.D. 1995) where she was a Member of the Georgetown Journal of Legal Ethics.
