Thomas Hoffmann is a partner in the Business & Finance Department and a co-partner-in-charge of the Energy and Project Finance Group in its Washington, DC office. His practice concentrates on energy industry transactions, including project development, investments, finance, and mergers and acquisitions. /p> Since joining the firm in 2003, Mr. Hoffmann has represented electric utilities, including cooperatives, in various transactions, and has also represented both private purchasers and sellers of electric power assets. He has also has represented developers in the development of green field and brown field projects, including coal-fired projects, gas projects and cogeneration projects. Prior to joining Ballard Spahr, Mr. Hoffmann was president of International Energy Partners LP (IEP), a development and investment business. In that role, he led the development of generation projects both in the United States and abroad. He negotiated numerous project and financing agreements. He also closed several international non-recourse financings and led the structuring of the first private project to utilize the commercial loan guaranty programs of the World Bank and Inter-American Development Bank. Mr. Hoffmann is a graduate of Georgetown University (B.A. 1972), Oxford University (Law B.A. 1975), and New York University(J.D. 1976) where he was a Root-Tilden Scholar. |
