Mr. Dougal is a partner in Jackson Walker's Regulatory and Legislative Section. His practice focuses on environmental compliance and permitting, water rights, and utility rates and service area disputes. Mr. Dougal has represented clients in contested case hearings before the Texas Natural Resource and Conservation Commission and other state agencies. Mr. Dougal has consulted with energy clients on state law environmental permitting and compliance issues, and has authored legal opinions on such matters.

Mr. Dougal is a graduate of The University of Texas (B.S.Ch.E., 1980) and The University of Texas School of Law (J.D., with honors, 1991).
