Jeffrey T. Chappelle215/864-8509 Telephone Jeffrey T. Chappelle is a partner in the Public Finance Department and a member of the Transactional Finance Group and the Energy and Project Finance Group. His practice is concentrated in the areas of public finance (especially credit enhancement of bonds), other lending transactions, and banking. His experience in public finance includes acting as bond counsel, underwriter’s counsel and placement agent’s counsel, and setting up and supervising multi-transaction bond financing programs. His experience in credit enhancement of bond financings and other bank lending encompasses representation of domestic and foreign banks in a broad variety of transactions, including financings of hospitals, health care systems, existing and start-up continuing care retirement communities, assisted living and nursing facilities, medical office buildings, corporations, commercial real estate (including construction lending), public infrastructure facilities, housing and educational facilities. His practice also includes structured financings and representing lead banks and participants in the syndication and participation of large credit facilities.
Mr. Chappelle has acted as a panelist in the National Association of Bond Lawyers’ Bond Attorneys’ Workshops from 1986 through 1999 in the areas of credit enhancement, bonds with put option features, selected banking law issues, and commercial law issues, and was on the Steering Committee for the Bond Attorneys’ Workshop and chairperson of the selected banking law issues panel in 1992, 1993, and 1994. He is a member of the American Bar Association, the Pennsylvania Bar Association, the Philadelphia Bar Association, and the National Association of Bond Lawyers. Mr. Chappelle is a graduate of Lehigh University (B.S., magna cum laude, 1969) and Georgetown University (J.D. 1974).
