Blaine L. Carlton801/531-3020 Telephone Blaine L. Carlton is a partner in the Public Finance Department and managing partner of the firm’s Salt Lake City office. He has served as bond counsel or disclosure counsel in connection with hundreds of issues of municipal bonds of cities, counties, school districts, and other taxing districts, principally within Utah, and has done limited work in Idaho, Wyoming, Nevada, and California. He has worked exclusively on public finance matters for more than 30 years. He has participated in virtually all types of tax-exempt financing issues, including general obligation bonds, revenue bonds, assessment bonds, tax anticipation notes, bond anticipation notes, tax increment bonds, lease/purchase financing, 501(c)(3) bonds, and industrial development bonds.
Mr. Carlton is a member of the American Bar Association and the National Association of Bond Lawyers; associate member of NIMLO (National Institute of Municipal Legal Officers); member of the Section of Urban, State, and Local Government Law of the ABA; and past chair of the Government Law Section of the Utah State Bar. Mr. Carlton is a graduate of the University of Utah (B.A. 1970), the University of Florida (M.A. 1972), and the University of Utah School of Law (J.D. 1975) where he served on the Board of Editors of the Utah Law Review.
