Frederic L. Ballard, Jr.202/661-2210 Telephone Frederic L. Ballard, Jr. practices primarily in federal income tax matters relating to municipal bond issues. Mr. Ballard joined the firm in Philadelphia as an associate in 1966. In 1978, he moved to Washington and opened the firm’s Washington office, its first office outside Philadelphia. He served as managing partner of the Washington office from 1978 to 1995 and as chair of the Public Finance Department from 1995 to 2000 and chair of the Financial Planning & Management Department from 2000 to 2006. He is currently the chair of the firm’s Tax Group. He has been a partner in the firm since 1973. Mr. Ballard is chair of the American College of Tax Counsel and a director of the American College of Bond Counsel. Additionally, he is a member of the National Association of Bond Lawyers and of the American Bar Association, where he is a member of the Section of State and Local Government Law and the Section of Taxation. In the Section of Taxation he served as vice chair for professional services from 1994 to 1997. He is also an associate member of the Government Finance Officers Association. Mr. Ballard is the author of ABC’s of Arbitrage (American Bar Association, 2007), a reference work used by public officials, municipal bond attorneys, and investment bankers. His practice includes transactional planning for tax-exempt bond financing for hospitals and health care systems, colleges and universities and other charitable organizations, cities, states, and state agencies including housing and industrial development agencies, planning and advice for use of derivative financial products, and tax controversy representation in audits of outstanding bond issues by the Internal Revenue Service. He also represents investment bankers and business entities using tax-exempt financing. Outside the office, Mr. Ballard has served as a volunteer on projects for Habitat for Humanity International in Australia and Chile. Mr. Ballard is a graduate of Harvard College (A.B. 1963) and Harvard Law School (LL.B. 1966). |
