Valarie J. Allen is an associate in the Public Finance Department and a member of the Energy and Project Finance Group, the Health Care Group, the Securities Group, and the Transactional Finance Group. Her practice spans all areas of public finance in which she advises issuers, underwriters and borrowers in connection with the structuring, issuance, offering, placement, remarketing, and restructuring of tax-exempt and taxable municipal securities and other debt instruments and derivatives.

 

Prior to joining the firm, Ms. Allen gained broad exposure to matters of public finance while serving in numerous capacities in Massachusetts state government, including: budget analyst for the Massachusetts House Ways and Means Committee; Bond Finance Associate at the Massachusetts Development Finance Agency; and Director of the Airport Business Office at Logan International Airport, Massachusetts Port Authority.

Ms. Allen serves as Bond, Borrower’s and Underwriter’s counsel to clients across the U.S., including investment banking firms, state housing agencies, major electric energy generation companies, educational and health care institutions, private and municipal utilities, and school districts and municipalities.

Ms. Allen serves on the firm’s Hiring Committee and Diversity Committee.

Ms. Allen, a graduate of Harvard College (A.B. 1992) and the University of Pennsylvania Law School (J.D. 2002), has been honored by Super Lawyer Magazine as a “Pennsylvania 2006 Rising Star” in the area of Bonds/Government Finance. She is a member of the National Association of Bond Lawyers and the Pennsylvania Association of Bond Lawyers, as well as the American Bar Association, Pennsylvania Bar Association and Philadelphia Bar Association.
